Featured VS. VIP Placement, and can or should they be used together?

Featured Listings are displayed above all the Premium, Basic and Unverified ads. They randomly rotate on the PuppyFinder.com home page and appear on top of the search results pages, including general search, breed search and searches by location. However, you are not guaranteed placement on the very first search page for a specific breed, since there could be many featured listings. 
The VIP Add-On does just that. It guarantees First Page placement on the Specific Breed Searches for all US States. Therefore, it is often that Featured/Premium options are used along with VIP Add-on option to maximize the overall listing exposure.
